Ya Ling is a 4 year-old girl with an eager, happy personality who turns 5 in July.  She was born on July 26, 2005 and suffers from mild to moderate delays in cognitive ability, verbal understanding and language expression.  She has been offered an individual education plan (IEP) with emphasis on cognitive skills, verbal skills, and oral expression training and is responding well.  Ya Ling is currently in foster care, after being found alone by the roadside.  It is clear that her grandmother loved her, but she was unable to provide good care due to her age and limited support system.  Ya Ling has been in a few different placements along the way.
